What is the tone of the blue cabinet. My bathroom accent color is a royal blue more red than green, a faded navy or royal blue would work well. An ocean blue or peacock blue with "tealy" undertones would not. Also, is the black option opaque or shaded?
It’s not teal or green at all. It’s like a light true navy, more blue, less purple,

how much does this weigh? Need it to cover my breaker box and slide a bit when that has to open.
Weight is listed in the description. However you may note some reviewers say it's heavy. My cabinet rests on ceramic tile in the bathroom and can be gently moved on the tile without strain. Depending on the flooring at your box area, you may just be able to slide, not lift. And you could always put sliding protectors on the feet of the cabinet. It's a great piece of furniture, so don't let this concern deter you from enjoying it.

Can-the handles/drawer pulls be changed?
Yes, you can change them. I just replaced mine with 1 1/4" Liberty chrome handles. The key is to buy knobs that are hollow core so you can attach to the screw that you'll insert from the inside. You'll need a short handled Phillip's screw driver (3 to 4 inches) to fit inside the drawers to remove the existing screws. Also give consideration to the base width of the handle because the area beneath the knob has a little dark ring where the knobs are affixed. My chrome knobs go just fine with the hardware hinges on the lower doors.

Is the white a true white and is it a finished look or one made up to look old?
It is a finished true white. It has not been distressed. It is a soft white that is not yellow, gray, or pink tint.

Is there a hanging rod inside the lower cabinet?
